Minority representation in the video game industry has been awful through its entirety, and expecting Smash Bros., a series that is a celebration of video game history, to not reflect that, is honestly, naive. We all know why there’s so little minority representation in this game. If anything this focus on representation in Smash Bros. In negotiations with Square for a second rep from Final Fantasy VII, do you really think Square would pick Barret over Sephiroth, Tifa, or Aerith? Square doesn’t even make Barret a regular guest character in their OWN games.
Especially considering these things aren’t based solely on the discretion of Sakurai. I don’t recognize half of them, and from who I do recognize, knowing the series’ tendency to pick main characters over supporting characters, it really is hard for me to get that mad about it. The options for potential black picks listed in the OP kind of support the idea that it is an industry issue.

Ultimately during Smash 4 development there were bigger characters they were adding, and by the time they got to Ultimate's development X had faded into relative obscurity. If we had a roster the size of Ultimate's around the time of Xenoblade X's release I think she would have gotten in. She stood a bit of a chance maybe, but the game was subject to poor timing with Smash Bros.
